How does enforcement of such a mandate, either way, actually help the core of the problem? Why are we using punishment as a solution instead of educating the public with simple public service announcements from our bloated over budgeted, basically neutered and underserving animal control department about not having pets if one can't afford them and to have that still lame department under yet another failing manager of said department offer free spay/neuter for pets or at least vouchers like the Humane society did when they had the contract? Further, why can't the cat colonies be moved if they're really a "danger" to people and why can't they just be left alone at the dumps and transfer stations since they bother no one there and do help keep the rat problem at bay? Please be a voice for compassionate ideas and solutions rather than whining about how you don't like us, the people who pay you to represent us using the word and sentiment of it not being Aloha to punish those in the community trying to alleviate the suffering of abandoned pets, which are very different than actual feral animals. Please educate yourselves to this difference. Please direct the bloated over -budgeted and underserving animal control to implement Free spay/neuter pet solutions and an education program including free Public Service Announcements about Spay/neutering pets and not owning them if they can't be kept and cared about for the lifetime of the animal. We the people in the community are crying out to you to help us be a voice for change, compassion and solutions that don't include "violating" people who are at least taking some type of action towards compassion for the poor pets who suffer at the hands of their impoverished and uneducated owners who dump them. Using the legal system and this authoritarian idea in Bill 51 of "violating" people who care about animals, even if it is without jail time is just so typical of entrenched old boy drunky career politicians and does not reflect what used to be considered the soul of our beautiful Hawai'i nei. Please help. Thank you for your time and bless you who know that your job is to actually listen to and represent the community and are not elected to make decisions out of your own personal bent like some who use their platform at council meetings to castigate others in the community they are supposed to REPRESENT and hear. It is especially hypocritical to whine that the community mentions the lack of, 1 Comm .100 Ref.To: Ref. Date G aloha in this bill while wearing a panama hat and Hawaiian shirt while bloviating about how hard your job is to make decisions that aren't yours to make, but rather to make those decisions based on what we, the people, ask you to make for us! Thank you for your voice in this matter by being one of those using reasoned compassion rather than this type of proposed authoritarianism bill. Please oppose Bill 51 and support solutions like free spay/neuter programs and Educational public service announcments. We, on this island, are all in this together or at least I grew up thinking this was so. C'mon - this Bill isn't a solution and neither is Heather's LAME Amendment! This Bill is UGLY authoritarianism and still a lousy bill that doesn't actually address the root of the problem, which is the underserved, uneducated who will still be dumping their pets (which are completely different from feral animals!). Why not direct the bloated, over -budgeted, ineffective animal control to create public service annoucements about the importance of spay/neutering pets and not owning pets if one cannot for the life of the animal. Furthermore, why not re-establish no cost and low cost spay and neuter programs for county via the animal control like Humane society used to issue and do when they had the contract for FAR LESS Budget!? This amendment is just a money/fee creating insentive for the county and not a real solution to the actual problem at hand! Why should people need a permit to feed dumped pets at transfer stations and dumps where at least they keep down the rat population and there are certainly no endangered species living at the county dumps?
