This bill funds and sanctions animal abuse of the cruelist kind by causing horrid torture and deaths of animals by slow starvation, falling prey to others, spreading disease, etc. We know many are pets who are dumped by irresponsible. Local non profits have spayed/neutered these and fed them with efforts to rehome. Why are you endorsing killing these innocent animals? It will not stop future dumping and suffering. Have you checked with other states that did the same without success? A local nonprofit wants to create a cat sanctuary, like Lanai has, if they can find the proper site and funding. There is another successful cat sanctuary in King County, CA, you can research. Be proactive. Support programs that work. Animal abuse is a crime, whether neglect, dumping or letting them starve. Be proactive and make a difference and be a positive role model for keiki on what public service is all about. Show Aloha. I grew up in Hawaii and was brought up to respect and care for people, animals, aina and plants. We can solve this matter in a more compassionate manner.
