Subject: Oppose Bill 51
The bill needs to be thoughtfully reworked. Penalize the people who are feeding and not performing the trap, neuter,
release (TNR) with ferals. And reward / allow those people (who are who can be identified by Petfix, Catsnip and other
free TNR programs) that feed AND perform TNR. The TNR clinics that keep records of trappers already keep records in
their database. As it stands it is cruel and does nothing more than encourage hungry ferals to kill to eat and continue to
breed. It is humans who have failed these animals all along the line and irresponsible humans that should have be
penalized. Though they have compassion for the animals they feed, some feral feeders do need to step up and perform
TNR to end the suffering and stop the breeding cycle. Please rework this bill. As it stands, it is a cruel, half-baked,
nonsensical idea. You are all smarter than that so please access the existing databases of responsible TNR participants
on island and WORK WITH these groups on a proper and fair solution.
