Aloha,
I am in opposition of Bill 51 mainly due to concerns of animal welfare. While I was a member of the
Hawaii Rainbow Rangers, we had a 90% success rate of TNR in the county with less money than the
Hawaii County Animal Control is being paid now. Making laws to not feed the cats is in violation of HRS
711-1109 and federal law 18 USC 48. Everyone working in the county swore an oath to protect and
defend the laws of the County of Hawaii and the United States, but now you create laws because some
complain about the feral cats or other issues that bother them. Spend money on the Police department
by adding the 2500 officers we are short on the Island of Hawaii instead of policing an island with a
population of 210.000 with only 470 police officers. Get down on the Hawaii Animal Control Director that
wants 4 Million Dollars for his organization that was created by the County Council because the Hawaii
County Police Department did not want to oversee Animal Control, but their officers are still responding
to animal complaints. Before you consider passing laws, ensure you know the laws that you may be
violating when you create and pass these laws.
