Subject: OPPOSE Bill 51
Hi. My name is Dean Fryer and I am a constituent and an active voter. I reside at 15-186816f" Ave,
Keaau HI. I am writing to urge you to vote NO on Bill 51.
While this bill is an attempt to address feral animals on county land, cats are not the problem. Cats
should be removed from mention in this bill and a focus placed on feral pigs and chickens. Feral pigs
are the greatest issue due to the destruction of landscaping in parks and recreational areas, as well
as private land.
This is not an issue of feral cat vs nene. Nene deaths are not out of control due to toxoplasmosis from
cat facies. As you are likely aware, only 4% of dead nenes recovered, not total population, are
infected with toxoplasmosis. The larger threat to nene mortality is due to habitat destruction,
introduced predators, and vehicle strikes, as reported by the State of Hawaii DLNR and the U.S. Fish
& Wildlife Service.
The County Council and political leaders should, rather than going after cats, be focused on securing
funding sources for the following:
• Free spay and neuter clinics

• Support for trap -neuter -return programs
