Aloha, I am writing to you in opposition to County Bill # 51, making it illegal to feed feral animals on county property. Instead of criminalizing the activity of feeding and providing water to feral cats, the county should be partnering with the volunteers that do the work of feeding and capturing, as well paying for the spaying and neutering of these animals as they work to find homes for them. I can't imagine how anyone thinks that not helping them is going to solve the feral cat problem. These cat will catch birds, mice, rats and visit neighbors garbage and homes to find food and without colony cat volunteer managers they will continue to breed. Currently neither the County Animal Control or any other animal shelter will accept strays let alone feral cats at this time, all sighting no space to house them. These organizations all give the same advice trap them spay/neuter and release them where you caught them. I personally managed a very small cat colony for 2.5 years, all were caught spayed / neutered and either homes were found or they left on their own in spite of food water and shelter.
