RE: Chapter 19 Revisions
Enclosed is a bill which proposes technical amendments to
Chapter 19 of the Hawaii County Code Relating to Real
Property Taxes. Chapter 19 was initially enacted by
Ordinance No. 613 in 1981 when the County officially took
over the real property tea function from the State.
Durinq the past sixteen years, Chapter 19 has been amended
on several occasions and our experience has proven certain
provisions to be obsolete. Our submittal is restricted to
what we consider to be technical amendments.
We recognize that it may also be appropriate to consider
policy changes; however, we believe that a two-phase
effort will be less confusing and more orderly. Phase I
will be limited to technical changes and Phase II to
policy changes.
