It has nothing to do with protecting the rights of land ownership. It destroys the rights of pet ownership and has nothing to do with reducingthe feral population of cats and dogs. This is a clear example of a land grab by reducing the owner's rights to have animals for their own enjoyment. This is a ploy to make it difficult for people to live and enjoy their land as they see it. The impact of this bill will be the ruin of the local economy. I do not buy into the reasoning that feral cats are the reason for the bird population reduction. This is a move to make it easier for the rich to move in and take over control of the land here in Hawaii.
