This bill was introduced by council member Kleinfelder. The passage of this bill will criminalize anyone who feeds stray cats. There are numerous TNR (trap -neuter- release programs in effect to control the homeless and abandoned cats on Hawaii island. These individuals are dedicated people and organizations who work to protect animals who have originally been dumped and abandoned by their owners. It is not the animals that are the problem. 1 would support creating severe legal penalties for those who abandon these unfortunate pets instead criminalizing people who support, protect, and oversee the care of them. This bill is not a solution to controlling the problem. It is short-sighted, and flawed. Please, this will cause irreparable harm to these animals if faced with starvation and suffering due to this bill passing.
