Subject: Bill 51
PLEASE VOTE NO ON BILL 51. As a resident of Hawaii county for 19 years, I find this bill to be offensive
and cruel. This is a human problem, not a cat problem, due to ignorance( people refusing to fix their
animals by 6 months of age),abandonment( people leaving their animals when they move off island), and
neglect( people dumping their animals on the side of the road, which I personally have witnessed twice).
These cats did not ask to be born, or choose this lifestyle, it was thrust upon them by humans.
Since TNR has been shown to be the only humane solution to the problem, that residents have caused,
criminalizing these activities is wrong.These groups (three I am aware of) and the manyvolunteers work
tirelessly on resolving the problem. They invest a lot of effort, time, and money, I just saw a post that one
group just hit the 20,000 cat mark. They have been working for 5 years. If you do the math with the
exponential growth 'of cats, they alone have prevented some 150,000 kittens from being born in the last
five years! If the other two groups are similar, that over 400,000 unwanted kittens from being born!
Promoting county wide animal cruelty/murder, is not a solution to this human created problem. If
there was access to free/low cost clinics in all districts, all residents could participate in the solution and
the problem would be solved much faster. So I repeat, this is a human problem and we all have the
responsibility to solve it humanely.
