RE: AGREEMENT WITH THE HONOLULU POLICE DEPARTMENT SCIENTIFIC
INVESTIGATION SECTION (SIS)
Enclosed is a resolution to enter into an agreement with the Honolulu Police Department
Scientific Investigation Section (SIS). The agreement is in the form of a Memorandum of
Understanding, which would establish a formal understanding and agreement between the parties
regarding the availability and use of the Honolulu Police Department SIS, which is the only full -
service forensic testing laboratory in Hawaii.

Re: Resolution Authorizing the Continued Employment of
Special Counsel
Dear Chair Inaba and Members of the Hawai'i County Council,
Enclosed is a resolution authorizing the continued employment of Leong Kunihiro
Brooke & Kim, as Special Counsel to represent the County of Hawai'i, Department of
Human Resources, Workers' Compensation Division. The County's Department of
Human Resources receives numerous workers' compensation claims, and the Office of
the Corporation Counsel does not have the expertise and personnel to provide the
same level of legal services rendered by Special Counsel.
The County is in the process of the evaluation and selection of Special Counsel
for workers' compensation cases via professional services procurement and needs
additional time to complete this process.
We request this Resolution be placed on the Council agenda for the September
17, 2025 meeting.

RE: Resolution No. 306-25 A RESOLUTION AUTHORIZING THE
CONTINUED EMPLOYMENT OF LEONG KUNIHIRO BROOKE & KIM, AS
SPECIAL COUNSEL TO REPRESENT THE COUNTY OF HAWAI'I,
DEPARTMENT OF HUMAN RESOURCES, WORKERS' COMPENSATION
DIVISION.
Pursuant to Section 2(g) of Rile 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Governmental Operations and External Affair to the full Council
for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the matter
shall be referred to the Committee on Governmental Operations and External Affairs for
placement on its future agenda.
