RESOLUTION NO. 311 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE ARC OF KONA
FOR ITS KONA KRAFTS GROUP HOME MAINTENANCE PROJECT.
WHEREAS, The Arc of Kona is a 501(c)(3) nonprofit organization whose mission is to
provide services to people with disabilities that encourages personal growth and quality of life
through empowerment and choice; and
WHEREAS, The Are of Kona operates and manages the last domiciliary home in
Hawaii County, the Kona Krafts Group Home, and provides residential assistance to individuals
with developmental and intellectual disabilities while also encouraging independent living skills;
and
WHEREAS, the Department of Research and Development supports a high quality of
life for Hawaii Island residents through projects that help to balance the island's economic,
social, and environmental well-being; and
WHEREAS, The Arc of Kona is requesting funds to help defray the cost of interior
paint, materials, and labor to complete its Kona Krafts Group Home maintenance project, which
will help ensure a healthy living environment and serve a public purpose by meeting the needs of
the poor, youth, the aged, and those with physical or emotional disabilities; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 6 are hereby transferred to the
Department of Research and Development to provide a grant to The Arc of Kona for the
expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

The Arc of Kona operates and manages the last domiciliary home, the Kona Krafts Group Home, in Hawai'i County,
providing residential services for five individuals with developmental and intellectual disabilities. The group home, built
in 1984, is located on County -owned property and is on the County's affordable housing facility list. The Arc of Kona
supports and assists tenants living in the home with increasing their independent living skills. In May 2025, County -
approved renovations were completed, addressing critical repairs funded through a 2024 Community Development
Block Grant totaling $183,900. These improvements included design work, flooring replacement, exterior painting,
additional security and safety systems for windows and doors, efficient light fixtures, kitchen and bathroom
renovations, gutter replacements, and ceiling fan installation. Interior painting—e key step in ensuring a healthy and
well -maintained living environment —could not be completed due to cost constraints. Contingency Relief Funds are
being requested specifically for interior painting, which is a maintenance activity essential for protecting building
surfaces, preventing mold and mildew, and ensuring a safe, healthy, and comfortable living environment for residents.
This work maintains an existing County -owned affordable housing facility and ensures it continues to meet the needs
of its vulnerable residents. These funds are not intended for structural renovations or capital improvements.

The Arc of Kona owns and operates the group home and supports and assists our tenants living in our group home
with increasing their independent living skills.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

Completing the interior painting will: (1) improve indoor air quality and prevent mold and mildew growth, reducing
health risks for residents; (2) enhance cleanliness and ease of maintenance, creating a more sanitary environment; (3)
provide a brighter, more welcoming space that supports mental well-being and quality of life; and (4) extend the life of
the building's interior surfaces, preserving this County -owned asset for continued public use. This maintenance work
will directly benefit the five current residents and future occupants, ensuring this essential public facility remains safe,
healthy, and functional.

* 53. Briefly describe the deliverables outlined in the contract/agreement for this project.
A 2025 Community Development Block Grant totaling $197,500 has been awarded for cesspool conversion and related
renovation improvements. These improvements are necessary to meet EPA mandated requirements for cesspool
closure, while sustaining safe, affordable and accessible independent living opportunities for individuals with
developmental disabilities. The proposed improvements include, but are not limited to, planning and design of an EPA
mandated cesspool closure and conversion to a septic wastewater system, replacing flooring, renovating the kitchen
and ADA bathroom, and other construction and related costs, such as permits and advertising.
