A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA O PUNA
FOR THE 1ST ANNUAL SMOKE IT UP FESTIVAL.
WHEREAS, Malama O Puna is a 501(c)(3) nonprofit, volunteer service organization
whose mission is to provide community resources to maintain a safe and healthy community
through environmental education, hands-on projects, and advocacy; and
WHEREAS, Malama O Puna is requesting funds for entertainment, speaker fees,
butchery costs, chef stipends, and grant management, which will serve a public purpose by
benefiting, improving, or promoting the interests of educational concerns, the needs of the poor,
youth, the aged, those with physical or emotional disabilities, and public health and welfare of
the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 4 are hereby transferred to the
Department of Research and Development to provide a grant to Malama O Puna for the expenses
and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated
herein by reference, in the following amount as set forth below:

The concept of hosting a smoke meat festival came about as a collaborative project involving many partners and
individuals. The Hawaii Community Foundation offered a Puna Strong Collaborative grant opportunity in late 2024 for
which Malama 0 Puna applied. The event, held on October 25, 2025, at the Maku'u Farmers Market, will feature
educational information from University of Hawaii at Manoa researchers and the United States Department of Agriculture
(USDA) on feral pig diseases and pathogens to guide the public to consume the meat safely. There will be education
provided on the impacts of wild pigs on the spread of forest diseases, such as Rapid'Ohi'a Death, and their effects on
native plant species. At least a dozen professional chefs and community college food science students are being invited to
compete for the best dishes made with feral pig meat, and a cookbook of recipes will be published. The festival will include
live entertainers, and attendees will enjoy food tastings and beverages. This event was planned in conjunction with the
County's Department of Research and Development's contract to perform a 4-point plan, which includes exploring ways to
encourage the safe consumption of feral pig meat. The population of feral pigs on the Big Island has grown exponentially,
especially in the last decade, causing widespread property damage and harm to pets and small children. It is imperative to
encourage hunting and the process of feral pigs to alleviate the strain they are putting on private property and agriculture.
It is hoped that this project will lead to the successful branding of Hawaii as a location to acquire high -quality feral meat
products.

Malama 0 Puna is a Hawai'i nonprofit 501(C)(3) corporation and volunteer service organization that focuses on
environmental health, community sustainability, and stability. Our mission is to protect critical habitat, native species, open
spaces and traditional cultural landscapes for future generations through hands-on projects, environmental education,
advocacy, and networking.

Malama 0 Puna has made Food Security one of its primary activities given food insecurity is one of the bigger issues in the
district of Puna. Starting with food provision efforts following the 2018 lava eruption which displaced many households
followed by the COVID 19 pandemic which further disadvantaged the Puna population attempting to feed their families,
Malama 0 Puna has engaged in projects designed to provide nutritious foods both in giveaway programs, backyard
gardening programs, establishment of community gardens/fruit orchards, and development of a permaculture garden.
Feral pig meat, if vetted for disease and properly cooked, provides an excellent protein source to help provide a nutritious
food supply to the public

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

57. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these funds.
The festival aims to attract 300 attendees to sample professional chef's dishes made with feral pig meat that has been
butchered in compliance with USDA food safety laws and regulations. Chefs participating in this competition will provide
recipes that will be used to publish a cookbook to help spur demand for the feral pig meat products. Ticket sales will be
used to evaluate the success of the event, interviews may be conducted during the event to assess the public's reaction,
and attendees will be invited to submit an evaluation as they leave the event which will guide future festivals. A website
will be produced to attract attention to the event and efforts to mitigate feral pig issues on the Big Island so viewership
can be assessed. Response to social media advertisements will also be tracked.

* 60. Briefly describe the deliverables outlined in the contract/agreement for this project.
Initiated 6/1/2024 through 12/31/2025. A professional services contract to address a 4-point plant to help mitigate issues
with feral pigs on Big Island. The 4 points address 1) determining the feasibility of standing up a mobile slaughter unit and
auxiliary services such as a cut & wrap facility; 2) researching methods for decomposing the non -edible portions of a pig
carcass including black soldier fly and other alternatives such as biogas; 3) exploring ways to increase demand for feral pig
meat including hosting a festival and developing a cookbook, and 4) working with the hunting community to provide single
and multi -pig traps, conduct education on pig diseases and provide do-it-yourself slaughter education.
