Re: Comm. No. 442Bill No. 76
Your Committee on Finance, to which was referred Bill No. 76, reports as follows:
Bill No. 76, transmitted by Housing Administrator Kehaulani M. Costa via Communication No. 442,
dated August 1, 2025, amends Ordinance No. 25-45, as amended, the Operating Budget for the County
of Hawaii for the fiscal year ending June 30, 2026.
This bill appropriates revenues in the Hawaii Community Foundation — Financial Empowerment
Services (Private) account ($125,000); and appropriates the same to the Hawaii Community Foundation
— Financial Empowerment Services — Program account. Funds would be used to provide no -cost
financial and homeownership counseling through a certified U.S. Department of Housing and Urban
Development counseling service provider.
Housing Administrator Kehaulani M. Costa provided background on this matter and a detailed overview
of the grant and its benefits to the community.
Committee Member Ashley L. Kierkiewicz expressed her gratitude for the funding and the program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 76, and recommends its
passage on first reading.
