Your Committee on Finance, to which was referred Bill No. 78, reports as follows:
Bill No. 78, transmitted by Finance Director Diane Nakagawa via Communication No. 457, dated
August 13, 2025, amends Ordinance No. 25-46, as amended, relating to public improvements and
financing thereof for the fiscal year July 1, 2025 to June 30, 2026.
This bill adds the Finance Land/Facility Acquisitions Project ($1,150,000) and the Land/Facility
Acquisitions — Federal Project ($850,000) to the Capital Budget. Funds for these projects shall be
provided from General Obligation Bonds, Capital Projects Fund — Fund Balance and/or other Sources
($1,150,000) and Federal Grants Receivable ($850,000), to acquire land for legally mandated projects
and/or County Agency needs.
Finance Director Diane Nakagawa and Deputy Director Malia Kekai were available for questions and
provided a brief background on the bill.
There was no further discussion.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 78, and recommends its
passage on first reading.
