Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 462, reports as follows:
Communication No. 462, transmitted by Managing Director William V. Brilhante, Jr., dated
August 1, 2025, requests the Council's review and confirmation of the nomination of Maci L. Wilson
to the Board of Appeals.
Executive Assistant to the Mayor Micah Alameda was present in the Hilo Chambers to introduce
Ms. Wilson, who was also present in the Hilo Chambers.
Committee Member Ashley L. Kierkiewicz asked Ms. Wilson to elaborate on the reason she decided
to apply for the Board of Appeals. Ms. Wilson responded by saying, after looking at the boards to see
where there was a need, she felt like she could make the biggest impact on the Board of Appeals.
Ms. Kierkiewicz then asked about Ms. Wilson's familiarity with the process of zoning and
permitting. Ms. Wilson responded by saying, she will continue to gain knowledge about zoning and
permitting. She plans to read bylaws and communicate with the community to make the best
decisions possible.
Pursuant to Article VI, Chapter 9, Section 6-9.2 of the Hawaii County Charter, members of the
Board of Appeals shall be appointed by the Mayor and confirmed by the Council.

Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 462, and recommends confirmation of the appointment of
Maci L. Wilson to the Board of Appeals.
