Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 463, reports as follows:
Communication No. 463, transmitted by Managing Director William V. Brilhante, Jr., dated
August 13, 2025, requests the Council's review and confirmation of the nomination of
David N. Kuahiwinui to the Ka`u Community Development Plan Action Committee.
Executive Assistant to the Mayor Micah Alameda was present in the Hilo Chambers to introduce
Mr. Kuahiwinui, who was also present in the Hilo Chambers.
Committee Members Michelle M. Galimba, Ashley L. Kierkiewicz, and Dennis "Fresh" Onishi spoke
in favor of Mr. Kuahiwinui's nomination.
Committee Chair Jenn Kagiwada asked Mr. Kuahiwinui about his ideas regarding creating potential
job opportunities going forward. Mr. Kuahiwinui said he will continue to look into ideas and options
to provide an informed answer.
Pursuant to Chapter 16, Article 3, Section 16-5(a) of the Hawaii County Code, members of the Ka`u
Community Development Plan Action Committee shall be appointed by the Mayor and confirmed by
the Council.

Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 463, and recommends confirmation of the appointment of
David N. Kuahiwinui to the Ka`u Community Development Plan Action Committee.
