RESOLUTION NO.
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO NORTH KOHALA
COMMUNITY RESOURCE CENTER TO ASSIST WITH EXPENSES FOR KOHALA
KUPUNA DAY.
WHEREAS, North Kohala Community Resource Center is a 501(c)(3) nonprofit
organization whose mission is to provide local support, funding, and education for projects that
benefit the community of North Kohala; and
WHEREAS, the Department of Liquor Control supports public programs and activities
which promote drug and alcohol -free environments; and
WHEREAS, North Kohala Community Resource Center is hosting its Kohala Kupuna
Day event, a community celebration honoring the kupuna of North Kohala; and
WHEREAS, North Kohala Community Resource Center is requesting funds to cover
expenses to purchase meals, emergency go bags, and entertainment, which will serve a public
purpose by benefiting, improving, or promoting the needs of the poor, youth, the aged, and those
with physical or emotional disabilities; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Liquor Control to provide a grant to North Kohala Community Resource Center
for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

Kupuna Day is a community celebration honoring the kupuna of North Kohala—the grandparents, elders, and wisdom
keepers who continue to nurture our families and strengthen our community. This one -day event, hosted by the Kohala
Resilience Hub —a program of the North Kohala Community Resource Center —will take place on September 6, 2025, at
the Kohala Village Hub in H5w7, and aims to bring kupuna together with their'ohana in a joyful and supportive setting.
The event will feature live entertainment by local musicians, a free nutritious meal, and a welcoming space for social
connection and intergenerational bonding. In addition to the festivities, Kupuna Day will provide access to a broad range
of critical community resources. Informational booths will be hosted by local agencies and service providers to help
kupuna better understand and navigate healthcare services, home care and hospice options, senior day care programs,
food assistance (including SNAP benefits), transportation options, and other available support networks.

The Kohala Resilience Hub, which is organizing Kupuna Day, is a program of the North Kohala Community Resource
Center. Through this program, the organization supports community -building efforts and resilience initiatives, especially
those that serve vulnerable populations like kupuna. Kupuna Day aligns with the Center's mission by connecting elders
to services and strengthening community ties.
