April 25, 2025 Executive Committee Meeting Minutes approved. 4. REPORTS a. Treasurer's Report: -The Treasurer's Report noted approx a $240, 000 transfer in May, to be reflected next month. Treasurer's report approved. County Reports: i. County of Hawaii -CMKimball discusses the planningfor the HSAC conference, including early bird registration rates and discounted room rates. -Issues with email distribution in Kauai are mentioned, with a suggestion to have staff distribute invitations internally. -Heather Kimball highlights the need for sponsorships for the conference and golf tournament, with a keynote speaker still to be confirmed. -Discussion on the challenges of email bounces and the need for alternative distribution methods in Kauai. ii. County of Maui Resolution No. 25-134, APPROVING THE FISCAL YEAR 2026 OPERATING BUDGET FOR THE HAWAVI STATE ASSOCIATION s OF COUNTIES, which was adopted on June 30, 2025. Motion to receive a, b and c. Motion approved. d. Review and approval of engagement with Carbonaro CPAs & Management Group to provide accountingibookkeeping services for reconciling financial accounts from 2019 and preparing for a future audit; accounting fees not to exceed the budgeted amount under Line Item #20 HSAC Budget FY 26 — Executive Committee Auditing/Professional Services, capped at $15,000. Motion to receive Carbonaro CPAs & Management Group. Motion approved. e. Discussion of state legislative priorities for each county for the 2026 session including the request for a list of 3-4 subjects that HSAC could partner on with the state legislature from Speaker Nakamura. Potential topics: Wastewater, tax policy, GET extension for the counties, pre-emption with tobacco, short term vacation rentals/state wide system for collecting TAT, DOH rules, cesspool, recycling increasing the max amount, landfill, emergency evacuation, traffic cameras. Discussion on potential by-law amendments relating to the endorsement and selection of a NACo second vice president and the designation of the voting delegates at the NACo annual meeting. -Questions on how the proxy is determined for the NACo president -Concerns about how the appearance of an endorsement happened without an EC vote.
