Aloha Esteemed Councilmembers,
I'm a resident of Kapoho Papaya Farms Road Association subdivision in Puna. Please support Bill 38
along with Communication 203.5 which amends Draft 1 of the bill to lower the minimum amount of road
maintenance fees eligible for a deduction on my property tax bill to $75. The large substandard
subdivisions of Puna cannot maintain their extensive network of many miles of private roads open to the
public without some support from the County of Hawaii. We are very much in favor of Bill 38 and look
forward to being able to encourage more people to pay road maintenance fees which are a hardship for
many of our lower income residents in Puna. With more road work, we'll be able to have safer roads
within our subdivisions.
