We appreciate the opportunity to comment on Bill 71, which would require Narcan in all Hawaii County
Bars, restaurants, nightclubs, etc.. As a member of the Hawaii Island Fentanyl Task (HIFTF) Force, I
strongly support Hawaii County Bill 71.
As most of us are aware, at least every 6-7 days one person on Hawaii Island and every 24 hours, one
person in the State dies from an opioid overdose. Shocking and very sad figures. We understand that
these deaths are becoming more frequent.
Management from Royal Kona Hotel, as well as Naniloa Hilo Hilton Hotel shared that if the hotels had
Narcan on hand some deaths could have been prevented.
As part of the HIFTF, we have distributed free Narcan to hotels and restaurants on the Big Island. There
has been a very positive response and appreciation from the businesses.
Requiring bars, restaurants, nightclubs etc. to not only have Narcan on hand, also to ensure staff,are
trained in administering it is much needed. It is great that the Blll includes that employees
administering Narcan in good faith, are immune from civil liability and criminal prosecution.
Again, this is a well written and much needed legislation.
We request your Support and passage of Bill 71.
