SUBJECT: Transmitting Bill No. 38, Draft 3; An Ordinance Amending Chapter 19, Article
13, of the Hawaii County Code 1983 (2016 Edition, as Amended), Relating to
Real Property Tax Credits.
Transmitted herewith is Bill No. 38, Draft 3.
During its meeting on September 17, 2025, the Council amended Bill No. 38, Draft 2, with the
contents of Communication No. 203.19, resulting in the attached draft.
Pursuant to Rule No. 23(1)(d) of the Council, the final reading of Bill No. 38, as amended to
Draft 3, will not be acted upon until the next regular meeting, which is scheduled for October 8,
2025.
