SUBJECT: Presentation requested regarding Contract RFP #4575 — Community -Based Mental
Health Center with West Hawaii Community Health Center dba Hawaii Island
Community Health Center (HICHC).
I respectfully request a 10-minute presentation followed by a 20-minute discussion on
the October 7, 2025 Committee agenda regarding Contract RFP #4575 — Community -Based
Mental Health Center with West Hawaii Community Health Center dba Hawaii Island
Community Health Center (HICHC).
Purpose: To provide Council and the public with a clear understanding of this contract's current
status, why a stop -work order was issued, and what steps are being taken to ensure accountability
of public funds.
Requested Attendance:
• Department of Finance
• Department of Research & Development
• Corporation Counsel
Requested Information & Documents:
• Copy of the complete executed agreement, including budget line items.
• Funds disbursed to date and how funds have been spent, noting any expenses that may
not meet contract requirements.
• Explanation of why a stop -work order was issued.
• Any penalties, withholdings, or repayment requirements being applied.
• Plan for redirecting funds to another qualified provider to continue community services.
