A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO NORTH KOHALA COMMUNITY RESOURCE CENTER TO ASSIST WITH EXPENSES FOR THE KOHALA RESILIENCE HUB'S KEIKI CHRISTMAS TOY DRIVE. WHEREAS, North Kohala Community Resource Center is a 501(c)(3) nonprofit organization whose mission is to provide local support, funding, and education for projects that benefit the community of North Kohala; and WHEREAS, the Department of Liquor Control supports public programs and activities which promote drug and alcohol -free environments; and WHEREAS, North Kohala Community Resource Center's Kohala Resilience Hub is hosting a Keiki Christmas Toy Drive; and WHEREAS, North Kohala Community Resource Center is requesting funds to cover the purchase of toys to be distributed to children from families experiencing financial hardship, which will serve a public purpose by benefiting, improving, or promoting the needs of the poor, youth, the aged, and those with physical or emotional disabilities; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 9 are hereby transferred to the Department of Liquor Control to provide a grant to North Kohala Community Resource Center for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $1,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC - Contingency Relief $1,000 CREDITED TO: 1010-21-25139 Department of Liquor Control $1,000 Public Programs 530115 Misc, Contract Services (North Kohala Community Resource Center - Keiki Christmas Toy Drive) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution. The Kohala Resilience Hub annually hosts a Keiki Christmas Toy Drive to provide holiday toys to children in North Kohala whose families face financial hardship. The project collects donated toys and monetary contributions from individuals and local businesses through large drop boxes placed throughout the community. The funds requested through this application will be used specifically to purchase toys to supplement donations, ensuring an adequate and diverse selection of items. Toys will be distributed at the Kohala Night Market —a community event organized by the Kohala Resilience Hub (a program of the North Kohala Community Resource Center) —held on December 3rd at the Kohala Resilience Hub Barn. Similar to a food or school supply drive, the toy drive offers free toys primarily to children from families experiencing financial need in an open and accessible setting. This approach promotes equity by directly supporting those in the community who might otherwise be unable to afford holiday toys, fostering community spirit and well-being during the holiday season. * 49.501(c)(3) Mission Statement Increase the number of successful community projects that benefit North Kohala through education, training, and bridges to funding. * 50.
