RESOLUTION NO. 329 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE LO`I
COLLECTIVE TO ASSIST WITH EXPENSES FOR SMASH FEST.
WHEREAS, The Lo`i Collective is a 501(c)(3) nonprofit organization dedicated to
aiding people of all ages with physical, cultural, and psychological development that prepares
them for life; and
WHEREAS, The Lo`i Collective is requesting funds to assist with expenses for certified
officials, which will serve a public purpose by benefiting, improving, promoting the interests and
needs of the poor, youth, the aged, those with physical or emotional disabilities, and ensuring
safe, fair play; and
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 5 are hereby transferred to the
Department of Parks and Recreation to provide a grant to The Lo`i Collective for the expenses
and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated
herein by reference, in the following amount as set forth below:

this resolution.

The SMASH FEST is designed to be a premier event that draws participants and visitors from around the world,
enhancing the economy of Hawai'i Island through sports tourism, with a special focus on volleyball and the music of
Hawaii. Set against the breathtaking landscapes of the islands, the festival brings the spirit of "ALOHA" to everyone
involved. This annual event will be held during the first week of June, primarily at William "Billy" Kenoi District Park
and Pahoa High and Intermediate School, with Pahoa Elementary and Keonepoko Elementary serving as backup sites.
Hawaiian cultural performances and music will complement an exciting schedule of competitions, clinics, and
community activities. Tentatively, officials' training for ages 14 and up will begin on May 31, followed by a youth
volleyball tournament for ages 10-14 from June 1-3.On June 3, participants can join a skills clinic with Olympian
Courtney Thomas and a coach's clinic with Tama Miyashiro. The adult volleyball tournament for ages 18 and up will
run from June 4-6. The festival will conclude on June 6 with a vibrant celebration featuring a concert, wellness fair,
and color run, offering attendees the opportunity to immerse themselves in Hawaiian heritage while gaining valuable
skills, fostering wellness, and building community connections.

TLCF is thrilled to partner with organizations that host events for individuals of all ages and backgrounds within their
community. The SMASH FEST will showcase a diverse range of activities celebrating Hawaiian culture, including music,
volleyball skills clinics, and training sessions for officials and coaches. TLCF plays a pivotal role in guiding this initiative,
with a steadfast mission to empower underserved communities by creating accessible opportunities for all ages.
Through a holistic approach that fosters social connection, physical health, and mental wellness, TLCF works to
cultivate thriving environments where every community member can flourish.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

1. Organize an annual festival that enhances the economy of Hawaii Island: This event will attract both locals and
tourists, providing a platform for local businesses to showcase their products and services, ultimately leading to
increased sales and job opportunities for the community. 2. Promote personal and professional growth through
educational opportunities: The festival will feature workshops, seminars, and guest speakers covering various topics
such as entrepreneurship, sustainable practices, and cultural heritage, aimed at empowering participants with
knowledge and skills. 3. Enhance social and mental wellness for attendees: The event will incorporate activities
focused on well-being, such as yoga sessions, mindfulness workshops, and community -building initiatives. We aim to
create a supportive environment that fosters connections and promotes mental health. 4. Establish SMASH Fest as a
significant global event: By continuously improving and expanding the festival's offerings, we intend to position SMASH
.Fest on the international stage, attracting participants and attendees from around the world and solidifying its
reputation as a must -attend event in the global calendar.
