No. 480/Bill No. 81 Your Committee on Finance, to which was referred Bill No. 81, reports as follows: Bill No. 81, transmitted by Assistant Police Chief Sherry D. Bird via Communication No. 480, dated August 27, 2025, amends Ordinance No. 25-45, as amended, the Operating Budget for the County of Hawaii for the fiscal year ending June 30, 2026. This bill increases revenues in the Federal Grants — Improve Forensic Services account ($23,640); and appropriates the same to the Improve Forensic Services account, for a total appropriation of $120,000. Funds would be used by the Police Department to purchase a new Gas Chromatography -Mass Spectrometry instrument. Police Accountant Desiree Gomes was present for questions. Committee Member Matt Kaneali`i-Kleinfelder asked what this instrument is and what it does. Ms. Gomes explained that this instrument is intended for the Hilo Crime Lab, but she is unable to explain the details of what a Gas Chromatography -Mass Spectrometer does. Your Committee on Finance is in accord with the purpose and intent of Bill No. 81, and recommends its passage on first reading.
