REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: September 17, 2025 Re: Comm. No. 477/Res. No. 301-25 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 9:01 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 301-25, reports as follows: <br />Resolution No. 301-25, transmitted by Housing Administrator Kehaulani Costa via Communication <br />No. 477, dated August 13, 2025, authorizes the payment of funds of later fiscal years to enter into a <br />multi -year housing assistance payment contract with the property managers of affordable housing <br />projects selected by the Office of Housing and Community Development for the project -based <br />voucher program. <br />This resolution authorizes the Mayor to enter into a multi -year agreement for the following proposed <br />voucher projects: Ouli Ekahi Apartments, Hale Kikaha, and Na Kahua Hale O Ulu Wini. The <br />estimated annual cost of the agreement would be up to $192,022, with a term of up to 20 years. <br />Housing Administrator Kehaulani Costa was present and provided background on this matter. <br />Committee Member Jenn Kagiwada questioned oversight of this program.
