HomeMy WebLinkAboutRES 331 Draft 01 2024-2026COUNTY OF HAWAII STATE OF HAWAI`I RESOLUTION NO. 331- 25 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF FIRST RESPONDERS FOR ITS FIRST RESPONDERS' KIDS' DAY CAMP. WHEREAS, Friends of First Responders (FOFR) is a 501(c)(3) nonprofit organization committed to the health and wellness of first responders and their families on Hawaii Island; and WHEREAS, the FOFR is requesting funds for camp supplies, books, a graphic designer stipend, a camp therapist stipend, camp t-shirts, cinch bags, printing fees for journals, and program coordination fees, which will serve a public purpose by benefiting, improving, or promoting the interests of educational concerns and the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 5 are hereby transferred to the Department of Liquor Control to provide a grant to the Friends of First Responders for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief CREDITED TO: 1010-21-25139 Department of Liquor Control Public Programs 530115 Misc. The First Responders' Kids' Day Camp will offer a peer support experience for 18 kids of first responders that will address some of the unique stress that they face. The following areas will be focused on during this day camp: children facing fear of their parents' safety, challenges faced while parents have shift work (weekends/holidays/24-7), parents missing important events, birthdays, family celebrations, school activities, and strengthening healthy relationship skills. Expected Outcomes: This CRF request will cover camp program costs for the operation of the First Responders' Kids' Day Camp for 18 children over 5 days (October 6-10, 2025) from 6:30 am to 5:30 pm, at no cost to the child or parent. First Responder parents will have peace of mind knowing that their child/children are being cared for and supervised by trained staff. This focus group will collaborate with our non-profit, Friends of First Responders, and the Island of Hawaii YMCA. Friends of First Responders is a dedicated organization that provides crucial support to first responders and their families. This group will address the unique challenges faced by the kids whose parents serve in high -stress, life-saving roles. * 53. 501(c)(3) Mission Statement Friends of First Responders is a dedicated organization that provides crucial support to first responders and their families across the Hawaiian Islands. * 54. We originated the concept of a day camp that brings first responder kids together to foster relationships and normalize the common stresses they face due to their parents' careers. * 55. Funds will support camp program costs, enabling the delivery of activities designed to increase pride in first responders' careers and help children normalize some of the unique stresses they face, including shift work, job -related risks, and missed holidays or family events. ]ournaling activities will help children and parents reflect on these experiences and strengthen family relationships. 100% of the children will be fed breakfast, lunch and snacks daily. 100% of the children will participate in activities, including but not limited to indoor/outdoor activities, arts and crafts, creative activities, sharing, journal writing, reflection time, physical exercise, and much more. 100% of the children will be afforded the opportunity to participate in pull-out sessions that focus on matters faced by families who play an important role as first responders.
