In our June 1, 2000 Public Works Committee Meeting, the subject of fenders extending
beyond the tires of a vehicle was discussed. It was deferred because some of us could not
support the measure in its present form without the necessary statistics. You then
requested that we submit to you questions or clarifications that we felt needed to be
cleared up before the vote is taken. This memo is being submitted to addresses that
request.
The representative from the Police Department gave verbal statistics on vehicle
windshields that were damaged by projectiles ejected from another vehicle. The
implication was that the projectiles were launched from vehicles that had tires protruding
beyond the fenders. The proposed remedy was to extend the fender beyond the tire
thereby containing the projectile and prohibiting it's contact with the windshield of the
vehicle following. There is a deference on opinion as to how the projectile was launched
and its eventual contact with the windshield. To impose the requirement of extending the
fenders without facts would be an unnecessary burden on those who chose to install
wider than standard tires legally sold in the state.
The NorthWestern Traffic Institute may be able to supply the necessary statistics to
confirm or refute the need for extending the fenders. I suggest that the matter is perused
and the necessary statistics be presented before the next vote.
