WHEREAS, the Big Island Lions Foundation is a 501(c)(3) nonprofit organization comprised of four East Hawaii Lions Clubs whose mission is to improve health and well-being, strengthen communities, support those in need through humanitarian services and grants that impact lives globally, and encourage peace and international understanding; and WHEREAS, the Big Island Lions Foundation is requesting funds for expenses relating to the 2025 Downtown Hilo Christmas Lights Parade being held on November 29, 2025, including special -duty police officers, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 1 are hereby transferred to the Department of Liquor Control to provide a grant to the Big Island Lions Foundation for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,000 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief $2,000 CREDITED TO: 1010-21-25139 Department of Liquor Control $2,000 Public Programs 530115 Misc. The annual Downtown Hilo Christmas Lights Parade has been a long-standing holiday tradition held in Downtown Hilo for many years. The parade will be held at 6:00 p.m. on November 29, 2025. The parade event brings together an array of local community schools, churches, businesses, organizations and the like to express their gratitude, sense of joy, and appreciation during the holiday season. *46. 501(c)(3) Mission Statement The Big Island Lions Foundation is comprised of four East Hawai'i Lions Clubs (Hilo, Waiakea, Hilo Crescent City, and Akaka Falls Lions Clubs), with a mission to improve health and well-being, strengthen communities, support those in need through humanitarian services and grants that impact lives globally, and encourage peace and international understanding. *47. Although this parade has been a staple in Hilo town for many years, the Big Island Lions Foundation's involvement in organizing this event began in 2022.
