WHEREAS, Pepe`ekeo Community Development Corporation (PCDC) is a 501(c)(3) nonprofit organization that works to identify, celebrate, and preserve the culture of Pepe`ekeo; and WHEREAS, PCDC is requesting funds relating to its Aloha `Aina, youth sports, and community education training projects, including shoreline care supplies such as gas, engine oil, weed -eater blades and string, replacement chains, locks and paint for access gates, sports safety equipment, balls, gloves, nets, uniforms, emergency community training materials, digital subscriptions, operational fees and internet connection, which will serve a public purpose by benefiting, improving, or promoting the interests and needs of culture and the arts, education, youth, and public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 1 are hereby transferred to the Department of Parks and Recreation to provide a grant to PCDC for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $3,500 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief $3,500 CREDITED TO: 1010-51-50302 Department of Parks and Recreation $3,500 P&R Admin OCE 530115 Misc. Pepe'ekeo Community Development Corporation (PCDC) is requesting funds for three projects under its community engagement and stewardship program: Aloha'Aina, Youth Sports, and Community Education Training. The Aloha'Aina Project consists of community service days dedicated to caring for the'aina at the shoreline. Activities include grass cutting, pruning overgrown bushes and trees, and teaching conservation practices. To prevent ocean erosion, native plants are propagated and transplanted along targeted areas, then nurtured and maintained. Sharing knowledge with upcoming generations ensures the shoreline remains a valuable community resource. PCDC maintains vehicular access to the shoreline through two separate areas, with three gates equipped with code locks. Keeping these gates functional allows members, kupuna (elders), and'ohana to access the shoreline, where kupuna share mo'olelo (stories), sustainable living practices through fishing and gathering, and insights about the old plantation days. The shoreline care will focus on Hilo Paliku, from Waima'au'au Stream in the south to Kapehu Stream in the north. The Youth Sports Project, held at the Kula'imano Baseball Field, supports year-round softball and baseball activities, with teams practicing twice weekly and participating in community -supported scrimmages. These activities provide essential opportunities for youth engagement and community involvement. The Community Education Training Project prepares the community for a range of outcomes and situations. Training includes emergency preparedness, CPR, suicide prevention, advanced directives, and basic first aid. PCDC enhances communication by offering training and meetings both in -person, at the Kula'imano Community Center, and electronically, with internet access and platforms like Zoom enabling participation for community members who cannot attend physically. * 48. 501(c)(3) Mission Statement The mission of the Pepe'ekeo Community Development Corporation is to facilitate people's voice, to identify, celebrate, and preserve the culture of Pepe'ekeo—through what is necessary, what we want to preserve, and what needs to change —to bring awareness to and address local issues, and to promote community while navigating our place in the greater Iahui. * 49. The Pepe'ekeo Community Development Corporation (PCDC) conducts 4-6 Aloha `Nina Project days at the shoreline each year. PCDC's Fishing Access Committee members volunteer their time and bring their own equipment. If funded, the program aims to provide necessary equipment and supplies, as well as repair and maintain the gates to ensure safe access for community members. PCDC's Youth Sports Project participates in weekly practices and scrimmages year- round. The program aims to provide equipment, uniforms, and safety gear to support youth participation, helping participants develop teamwork, cooperation, and other positive life skills. PCDC's Community Education Training Project offers training in emergency preparedness, CPR, basic first aid, and food sustainability, including canning, freeze-drying, and home gardening. If funded, the program aims to cover operational fees and materials, expand access electronically, and establish a resource tree —a directory of community contacts for members to turn to in unexpected situations.
