SUBJECT: General Plan Comprehensive Review Contract Costs
As requested by Councilmember Kierkiewicz, please find the table below that outlines the total
contract amounts that were budgeted to support the comprehensive review and update of the
General Plan. Because this plan is a comprehensive island -wide policy framework, the
comprehensive review and update phases were approved within several fiscal year operating
budgets. Please note that the original budget estimate for this effort was $1,825,900. We are still
under contract with Hawaii Alliance for Community Based Economic Development (HACBED)
and Focused Planning Solutions to provide adoption and implementation support.

Please keep in mind, this process has spanned over 10 years, through four (4) Administrations,
which was comprised of four (4) different Mayors and four (4) different Planning Directors. The
direction and content of the General Plan changed as these Administrations changed.
For comparison to the overall cost of the General Plan, we have also provided the contracted
amounts for the different Community Development Plans (CDP), that has spanned over the last 20
years. Please note that these consultant costs have continued to regularly increase.
