Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 489, reports as follows:
Communication No. 489, transmitted by Mayor C. Kimo Alameda, dated August 28, 2025, requests
the Council's review and confirmation of the nomination of Guy S. Alameda to the Water Board.
Executive Assistant to the Mayor Erin Samura was present in the Hilo Chambers to introduce
Mr. Alameda, who was also present in the Hilo Chambers. Mr. Alameda disclosed that he is the
father of Executive Assistant to the Mayor Micah Alameda, as well as a first cousin to both Mayor
Kimo Alameda and Acting Director of the Department of Public Works Neil Azevedo. He also
disclosed that he is a Department of Hawaiian Home Lands (DHHL) beneficiary in Keaukaha.
Committee Members Ashley L. Kierkiewicz and Dennis "Fresh" Onishi spoke in favor of
Mr. Alameda's nomination. Member Onishi stated that he believes it is important to have a
representative on the Water Board who is a DHHL beneficiary to help shape future water access
for DHHL.
Pursuant to Article VIII, Section 8-2 of the Hawaii County Charter, members of the Water Board
shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose and
intent of Communication No. 489, and recommends confirmation of the appointment of Guy S.
Alameda to the Water Board.
