Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 304-25, reports as follows:
Resolution No. 304-25, transmitted by Assistant Police Chief Sherry D. Bird via Communication
No. 484, dated August 13, 2025, authorizes the Mayor to enter into an intergovernmental
agreement with the United States Department of Veteran Affairs, Pacific Island Health Care
System, for interagency public safety coordination.
This resolution authorizes the Hawaii Police Department (HPD) to enter into a Memorandum of
Understanding to coordinate responsibilities concerning law enforcement, emergency response,
mutual aid, physical security, requests for assistance, and other public safety activities for
community -based outpatient clinics located in Hilo and Kailua-Kona.
HPD Major Jeremie Evangelista was present in the Hilo Chambers to answer questions regarding
Resolution No. 304-25.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 304-25, and recommends its adoption.
