REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: September 16, 2025 Re: Comm. No. 485/Res. No. 305-25 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 1:00 P.M. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Resolution No. 305-25, reports as follows: <br />Resolution No. 305-25, transmitted by Assistant Police Chief Sherry D. Bird via Communication <br />No. 485, dated September 2, 2025, authorizes the Mayor to enter into an intergovernmental <br />agreement with the Honolulu Police Department, Scientific Investigation Section, for interagency <br />public safety coordination. <br />Resolution No. 305-25 authorizes the Hawaii Police Department to enter into a Memorandum of <br />Understanding for use of the Honolulu Police Department's full -service forensic testing laboratory. <br />Captain Rio Amon -Wilkins was present in the Hilo Chambers to answer questions regarding <br />Resolution No. 305-25. <br />Committee Member Dennis "Fresh" Onishi said that he heard in the past how long the wait can <br />be for testing results to come in, and wondered if there would be the possibility of a testing <br />laboratory for our County in the future. Captain Amon -Wilkins said that he didn't see that as an <br />option due to the expense. Member Onishi suggested that having our own laboratory could save <br />us money.
