Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 305-25, reports as follows:
Resolution No. 305-25, transmitted by Assistant Police Chief Sherry D. Bird via Communication
No. 485, dated September 2, 2025, authorizes the Mayor to enter into an intergovernmental
agreement with the Honolulu Police Department, Scientific Investigation Section, for interagency
public safety coordination.
Resolution No. 305-25 authorizes the Hawaii Police Department to enter into a Memorandum of
Understanding for use of the Honolulu Police Department's full -service forensic testing laboratory.
Captain Rio Amon -Wilkins was present in the Hilo Chambers to answer questions regarding
Resolution No. 305-25.
Committee Member Dennis "Fresh" Onishi said that he heard in the past how long the wait can
be for testing results to come in, and wondered if there would be the possibility of a testing
laboratory for our County in the future. Captain Amon -Wilkins said that he didn't see that as an
option due to the expense. Member Onishi suggested that having our own laboratory could save
us money. Captain Amon -Wilkins mentioned that Honolulu Police Department doesn't charge
us for these services.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 305-25, and recommends its adoption.
