As I understand the program, the volunteers would -wined by the police to identify violators and issue citations. My 15 years experience in Hawaii with disabled (handicapped) pear' ;-u? has taught me one thing, the police are going to have to go thru a trai ,i,; course in order to learn all of the intricacies of disabled parking.
