HomeMy WebLinkAboutRES 344 Draft 01 2024-2026A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS FROM LATER FISCAL YEARS TO ENTER INTO A LICENSING AGREEMENT FOR PROPRIETARY COMPUTER SOFTWARE AND RELATED SERVICES TO BE USED BY THE DEPARTMENT
OF INFORMATION TECHNOLOGY.
WHEREAS, Section 10-11 of the Charter of the County of Hawai‘i (hereinafter “the Charter”) provides, in part, that “any contract, lease or other obligation requiring the payment of funds
from the appropriations of a later fiscal year or of more than one fiscal year shall be made or approved by resolution”; and
WHEREAS, the Department of Information Technology (hereinafter “the Department”) wishes to enter into a licensing agreement, with a term of three years, for proprietary software and
other services from Microsoft Corporation, Inc., under the Microsoft Enterprise Agreement (“EA”) program; and
WHEREAS, the Microsoft EA program provides cost-effective volume licensing options and flexibility for multiple Microsoft products as well as centralized management of software assets
and technical support; and
WHEREAS, continued use of the Microsoft EA program is necessary for numerous County functions and operations that rely on existing software; and
WHEREAS, since 2017, the Department has utilized the Microsoft EA program for many of the County’s computer software needs; and
WHEREAS, the Department estimates the annual cost of this agreement to be approximately $934,000; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that the Mayor is hereby authorized to enter into an agreement, with a term of three years, for the purposes hereinabove described.
BE IT FURTHER RESOLVED that, in accordance with Section 10-11 of the Charter, sufficient funds be budgeted in later fiscal years to cover the anticipated obligations of the County under
the terms of the agreement.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to William V. Brilhante, Jr., Managing Director; Diane T. Nakagawa, Director of Finance; and Corey
K. Stone, Director of Information Technology.
