Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 538, reports as follows:
Communication No. 538, transmitted by Mayor C. Kimo Alameda, dated September 19, 2025,
requests the Council's review and confirmation of the nomination of John K. McBride to the
Transportation Commission.
Executive Assistant to the Mayor Micah Alameda was present in the Hilo Chambers to introduce
Mr. McBride, who was also present in the Hilo Chambers.
Committee Chair Jenn Kagiwada asked Mr. McBride about his experiences of being a tour operator.
Mr. McBride said that one thing they no longer have is a motor vehicle safety operator for our island,
which is regulated by the state. He explained that the position was removed after the last safety
operator retired. So, there is no one providing oversight. He said as a tour operator, he is regulated by
the federal government, and he must report to them every six months regarding compliance.
Pursuant to Chapter 18, Article 1, Section 18-3 of the Hawaii County Code, members of the
Transportation Commission shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose and
intent of Communication No. 538, and recommends confirmation of the appointment of John K.
McBride to the Transportation Commission.
