WHEREAS, the Big Island Dance Council is a 501(c)(3) nonprofit organization that supports, promotes, and encourages the art of dance within the Hawaii Island community through education, classes, performances, and networking; and WHEREAS, the Big Island Dance Council is requesting funds to help defray the cost of sound equipment, technician fees, and honorarium for entertainers for its Hawai `i Youth Arts Festival, which will serve a public purpose by benefiting, improving, or promoting the interests of educational concerns, culture and the arts, the needs of the poor, youth, the aged, those with physical or emotional disabilities, and the public health and welfare of our island community; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-13 9(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 5 are hereby transferred to the Department of Liquor Control to provide a grant to the Big Island Dance Council for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $15500 OUT AND FROM: 1010-11-10191 Clerk -Council SVC —Contingency Relief $1,500 CREDITED TO: 1010-21-25139 Department of Liquor Control $19500 Public Programs 530115 Misc. Presented by F'lava Rock Breakers,, Big Island Dance Council, and Hawaii Youth Arts Association, the festival will take place on October 18., 2025, at the County Butler Building and parking lot. This full -day event will feature live solo performances,, youth band sets., and DJs spinning throughout the day, alongside hula performances highlighting traditional arts. Inter -island b-boy dancers will join Hawaii Island's youth for breaking competitions,, cypher battles, and workshops, building meaningful connections across islands. In addition to performances, the festival offers hands-on engagement: workshops in turntablism., beatboxing., graffiti art, and breakdancing; community art exhibitions; and cultural storytelling.
