RESOLUTION NO. 35'7 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO RECYCLE HAWAI`I
FOR THE VOLCANO RENAISSANCE FAIRS.
WHEREAS, Recycle Hawaii is a 501(c)(3) nonprofit organization that collaborates
with island communities on educational efforts and effective climate action to transform the
global culture of waste into one that supports a vibrant planet; and
WHEREAS, Recycle Hawai `i is requesting funds to help defray the cost of the facility
rental fee, cultural entertainment and performers, public outreach marketing, security personnel,
portable toilet rentals, sound engineering services, cultural sets, props, and general liability
insurance, which will serve a public purpose by benefiting, improving, or promoting the interests
of educational concerns, culture and the arts, the needs of the poor, youth, the aged, those with
physical or emotional disabilities, and the public health and welfare of our island community;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-13 9(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 5 are hereby transferred to the
Department of Liquor Control to provide a grant to Recycle Hawai `i for the expenses and
purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

The Volcano Renaissance Faire is a historic-themed event that provides Hawaii Island families with entertainment and
educational experiences. The event takes advantage of historic themes to showcase and promote sustainable practices,
including reduced plastic consumption, composting, and access to drinking water without single -use beverage containers.
Held at Peani Ranch in Mountain View,, the Faire will transform the rolling greens into an immersive realm blending
history, fantasy, and culture in Hawai"i"s highlands. For the first time at any festival of this kind,, a Hawaiian Village will
feature chant and hula kahiko—masterfully curated with guidance from Creative Hawaiian Cultural Advisor Kumu Kauila
Kawelo—to honor the living traditions of Hawaii. Guests will enjoy performances across three stages,, including
acrobatics., fire mastery, music, and games,, alongside educational and cultural demonstrations. The Faire is designed as a
family -friendly, plastic -free event.

Island,, and Peani Ranch, Recycle Hawaii helps ensure the event reflects sustainable practices and offers both cultural
and environmental benefits to the community.

The estimated 2,,000 people who attend the event will experience sustainable materials management practices firsthand.
Through these practices, we will eliminate the need for hundreds of single -use beverage containers, divert an estimated
LOOO pounds of materials from the landfill (including compostable organic material), displace the need for plastic
wristbands, PVC banners, and plastic planting pots,, and provide keildi with plastic -free play experiences. Educational
materials at the water stations will inform the public about the dangers of microplastic pollution in bottled water. By
encouraging reusable water bottles and utensils and providing filling and washing stations,, we will directly model zero -
waste solutions that can be adopted beyond the event. In addition, cultural and educational programming —including the
Hawaiian Village,, historic and fantasy-themed demonstrations, and live performances —will create lasting impressions that
combine sustainability with cultural pride, inspiring future generations to engage in both environmental stewardship and
cultural preservation.
