WHEREAS, Holualoa Village `Ohana is a 501(c)(3) nonprofit organization dedicated to protecting and promoting the history and heritage of Holualoa Village, and to providing educational community events that highlight coffee grown heritage, artistic assets, and cultural traditions; and WHEREAS, Holualoa Village `Ghana is requesting funds to assist with expenses for special event insurance, two special duty police officers, venue fees, shuttle service, rental of two portable luas and one Americans with Disabilities Act —compliant lua, musician stipends, candy, small toys, activity books, Christmas tree decorations, and printing of flyers and posters, which will serve a public purpose by benefiting, improving, or promoting the interests of culture and the arts; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-13 9(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 8 are hereby transferred to the Department of Research and Development to provide a grant to Holualoa Village `Ghana for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $4,300 OUT AND FROM: 1010-11-10191 Clerk -Council SVC — Contingency Relief CREDITED TO: 1010-11-16160 Department of Research and Development Tourism Promotion 530115 Misc. Every December, H6lualoa Village "Ohana rolls out the holiday red carpet,, inviting visitors and residents to celebrate the season Hawaiian style with the annual town Christmas tree lighting,, a visit from Santa, live music, gallery gatherings, art displays, food, and more. On December 6,, 2025, the H6lualoa Village -'Ohana will proudly host the 23rd Annual Music and Light Festival. The Village storefronts will be beautifully decorated with Christmas lights,, creating a magical backdrop for the festivities. The evening begins with the lighting of the tree in front of the old public library, followed by a heartwarming performance from the H6lualoa Elementary School children's chorus. Guests are then invited inside for refreshments and to view a special art project created by the students. As the celebration continues, music fills the streets with holiday cheer. Festivalgoers can enjoy performances by a ukulele ensemble,, a harpist,, an a cappella women's group, and the beloved John Keawe. Santa Claus and his elves remain a favorite destination for families with keiki, with Christmas carols performed nearby to entertain those waiting for their turn to meet Santa. Food vendors are scattered throughout the Village, offering a diverse range of treats to delight all ages and tastes. To maintain the focus on family fun, all vendors are asked to keep the festival an alcohol -free event. The H6lualoa Church, recently reestablished as Antioch Church,, will once again open its yard to provide a children's playground where families can gather and relax. This cherished festival holds a special place in the hearts of H6lualoa business owners and residents alike, bringing the community together each year in the true spirit of the season. * 54, 501(c)(3) Mission Statement To protect and promote the history and heritage of H6lualoa Village, and to provide educational community events that highlight our coffee growing heritage,, artistic assets,, and cultural traditions. * 55. This project began when a few gallery owners in H6lualoa wanted to create an event that would thank the school for all they do for our community,, as well as the community for its support. It was., and still is, intended to be a time for friends and families whose children grew up together or have just moved in, to meet for the first time. The festival began as an evening of pupus and beverages provided by the shop owners, accompanied by one or two musicians. Then Santa was added, making an appearance in a convertible up and down M5malahoa Highway, before settling into his booth where keiki could queue up to visit him. Gradually, more musical groups were added, and food vendors were sought after as the event grew. Finally, the event landed on the first Saturday in December, was given an official title with the H6lualoa Business and Professional Association doing all the planning. This association has been changed to the H6lualoa Village 'Ghana, a 501(c)(3) nonprofit organization. * 56. Please upload a completed CRF Grant Budget Form. The main goal of the event is to promote community building and a positive gathering. Measuring how much fun everyone is having is a challenging task to quantify. The number of people who attend indicates whether the event is popular, but it is harder to measure "a good time" with numbers. A program locating where the musicians and food vendors are can be handed out, which actually helps provide an idea of how many people have attended. One evening a few years ago, an organizer spent the night acting as a valet parking attendant in the H6lualoa Elementary School parking lot for the Music and Light Festival. The joy on people'rs faces as they returned to their cars was evidence enough that the evening had achieved the desired outcome of community building and having a good time together. Attendees shared stories of seeing friends they hadn't seen in years., and this event is cherished for that reason. Many offered thanks and said, "See you next year."
