A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF
HAWAI`I VOLCANOES NATIONAL PARK TO SUPPORT THE VOLCANO
CYMBIDIUM ACRES ROAD MAINTENANCE COMMITTEE'S WILD PIG CONTROL
PROJECT.
WHEREAS, The Friends of Hawaii Volcanoes National Park (FHVNP) is a 501(c)(3)
nonprofit organization whose mission is to support the National Park Service in the protection,
preservation, and interpretation of the natural and cultural resources at Hawaii Volcanoes
National Park for the enjoyment of current and future generations; and
WHEREAS, FHVNP is serving as the fiscal sponsor for, and collaborating with, the

Volcano Cymbidium Acres Road Maintenance Committee on its Wild Pig Control Project; and
WHEREAS, the Volcano Cymbidium Acres Road Maintenance Committee seeks to
reduce the environmental and safety impacts in the area, protect native `6hi`a forests from fungal
spread, improve roadside hygiene, preserve road infrastructure, as well as reduce the risk of
accidents that involve roaming pigs; and
WHEREAS, this project fits within the Department of Research and Development's
mission to unite people to take action that can help create lasting change, and the department also
supports opportunities to strengthen communities, economy, and environment; and
WHEREAS, FHVNP is requesting funds to coordinate and collaborate with the United
States Department of Agriculture Wildlife Services for the professional elimination of captured
pigs, and to cover administrative fees in support of the Wild Pig Control Project, which will
serve a public purpose by benefiting, improving, or promoting the public health and welfare of
the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 6 are hereby transferred to the
Department of Research and Development to provide a grant to The Friends of Hawai `i
Volcanoes National Park for the expenses and purposes identified in "Exhibit A," a copy of
which is attached hereto and incorporated herein by reference, in the following amount as set
forth below:

terms of this resolution.

The goal of the project is to control herds of wild pigs in the Cymbidium Acres neighborhood, thereby protecting public
safety, environmental resources, and community infrastructure. The objectives are: (1) Reduce pressure on native
'6hra forests; pigs are encroaching on unfenced properties and spreading Ceratocystis fungus,, resulting in tree
mortality; (2) Improve roadside and property hygiene by addressing pig waste and preventing environmental
contamination; (3) Preserve private road infrastructure; pig digging along easements undermines roads, which
community members will repair as part of the project; (4) Enhance public safety; wild pigs roaming roads day and
night create hazards for vehicles, bicycles,, and pedestrians. The project will be carried out in collaboration with
community volunteers who patrol, bait, and monitor pig enclosures, with professional elimination conducted by the
United States Department of Agriculture Wildlife Services for captured pigs.

Friends of Hawaii Volcanoes National Park (FHVNP) is serving as the fiscal sponsor for the Volcano Cymbidium Acres
Road Maintenance Committee to support their Wild Pig Control project. As a 501(c)(3) nonprofit,, FHVNP ensures
responsible fiscal management, compliance, and alignment with conservation -related goals. The project aims to
mitigate environmental and safety impacts of wild pigs., including protecting native'6hra forests from fungal spread,,
improving roadside hygiene, preserving road infrastructure,, and reducing the risk of accidents involving roaming pigs.
This partnership is mission -driven,, leveraging FHVNP"s expertise to facilitate public benefits and effective project
implementation.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition,, as amended), the County may grant an award only if the
