Your Committee on Finance, to which was referred Bill No. 91, reports as follows:
Bill No. 91, transmitted by Public Works Civil Engineer Alexander Kalawe via Communication
No. 539, dated September 23, 2025, amends Ordinance No. 25-46, as amended, relating to public
improvements and financing thereof for the fiscal year July 1, 2025, to June 30, 2026.
This bill adds the Public Works Kahakai Boulevard Safe Routes to School - Keonepoko Project
($530,000) and the Kahakai Boulevard Safe Routes to School — Keonepoko — Federal Project
($2,100,000) to the Capital Budget. Funds for these projects shall be provided from General Obligation
Bonds, Capital Projects Fund — Fund Balance and/or other Sources ($530,000) and Federal Grants
Receivable ($2,100,000).
Public Works Engineering Division Chief Keone Thompson was present and provided a brief overview
of this project.
Committee Member Ashley L. Kierkiewicz expressed her gratitude for this project.
Committee Member Jenn Kagiwada asked if there is a plan to install a barrier between the bike path
or pedestrian walkway and the highway. Mr. Thompson stated that there is a safety perimeter on one
side of the road and believes that there are plans to install a barrier on the other side.
Committee Chair Matt Kaneali`i-Kleinfelder asked if any other schools were participating in the Safe
Routes to School projects. Mr. Thompson replied they will be working on the Waiakea Complex and
Hilo Union Elementary School in the future.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 91, and recommends its
passage on first reading.
