Your Policy Committee on Health, Safety, and Well-being, to which was referred Bill No. 85,
reports as follows:
Bill No. 85, transmitted by Committee Chair Dennis "Fresh" Onishi, via Communication
No. 502, dated September 4, 2025, amends Chapter 15, Article 8, Section 15-68.1, of the
Hawaii County Code 1983 (2016 Edition, as amended), relating to parks.
Bill No. 85 amends the parks and recreational facility schedule for Kipapa Park to Kipapa Park
7-7-008:020, 100 listing in the "North Kona" table of the parks and recreational facility schedule
and a correction to add a kahak6 in the name "Kipapa."
Committee Chair Onishi explained this was done at the request of the Kipapa family. It was
previously passed by Council in a resolution but not added to the Hawaii County Code.
Committee Member Rebecca Villegas noted there is a parcel across of Magic Sands known as
Kipapa Park island wide.
Committee Member Ashley L. Kierkiewicz confirmed that it is the same location being referred
to.
Your Policy Committee on Health, Safety, and Well-being is in accord with the purpose and
intent of Bill No. 85, and recommends its passage on first reading.
