SUBJECT: Transmitting Bill No. 38, Draft 4; An Ordinance Amending Chapter 19, Article
13, of the Hawaii County Code 1983 (2016 Edition, as Amended), Relating to
Real Property Tax Credits.
Transmitted herewith is Bill No. 38, Draft 4.
During its meeting on October 8, 2025, the Council amended Bill No. 38, Draft 3, with the
contents of Communication No. 203.22 and Communication No. 203.23, resulting in the
attached draft.
Pursuant to Rule No. 23-1(d) of the Rules of Procedure and Organization of the Council, which
requires the holdover of a substantively amended bill, and passed Bill No. 38, as amended to
Draft 4, on second and final reading.
