Your Policy Committee on Public Works and Mass Transit, to which was referred Bill No. 84,
reports as follows:
Bill No. 84, transmitted by Acting Director of Public Works Neil A. Azevedo, via
Communication No. 501, dated August 27, 2025, amends Chapter 24, Article 10, Division 7,
Section 24-292, Schedule 40, of the Hawaii County Code 1983 (2016 Edition, as amended),
relating to parking meter zones.
Bill 84 repeals the listing in subsection (c) relating to the eight -hour parking meter zone at the
Aupuni Center parking lot.
Committee Chairperson James E. Hustace invited Director Azevedo to present to the Committee.
Director Azevedo stated that the request will affect 38 stalls in the Aupuni Center parking lot
fronting Kilauea Avenue. One reason for the request is to shift parking stalls for Countyvehicles.
By parking County vehicles in these stalls, they are further upland, and the department staff will
not have to move vehicles during tsunami evacuations. The bill will also address the long waitlist
for employee parking spaces. To assist with these changes, the Department will restripe the
Aupuni Center parking lot in different colors to differentiate between public, employee, and
County vehicle parking stalls.
Committee Member Matt Kaneali`i-Kleinfelder questioned where the numerous County vehicles
on site will be relocated. Director Azevedo stated that vehicles were moved into the stalls
fronting Kilauea Avenue, and inoperable vehicles were towed to the Automotive Division for
assessment.
Committee Member Jenn Kagiwada raised a concern over the disposition of the parking meters
currently in place. In the past, projects have removed and reinstalled parking meters. Member
Kagiwada suggested partnering with a children's art program to create a design for the parking
meters. Director Azevedo said that in the interim, the meters will be bagged and covered.

Your Policy Committee on Public Works and Mass Transit is in accord with the purpose and intent
of Bill No. 84, and recommends its passage on first reading.
