Even though the majority of users live here, many do not and wear down our roads without contributing to its upkeep. This year especially it has been overused and deteriorated rapidly. My car repairs this year have been over $5,000 with many of them directly related to poor roads. Some of our neighbors don't contribute to the maintenance for whatever their reasons are. I feel that if the county provided assistance they would now be able to and our roads would improve. As it is, we don't have USPS delivery even though FedX, UPS and other mail delivery service come on our roads. I am a property tax -paying homeowner in a private subdivision that meets all of the criteria for road maintenance contribution tax relief. I strongly support Bill38 as providing a mechanism for material support to residents such as myself who are part of small neighborhood associations struggling to maintain and improve substandard private roads. Sincerely, Therese and Robert Mulroy 14-481 Koae Place, Pahoa, HI 96778 Comm. Ref. To: Ref. Date AUG 2 0 2025
