Dear Chair Dr. Holeka Inaba and Council members-
I feel that Comm. 313.029, amending Section 25-2-61 to require that meeting facilities in R'S, RWRM
residential zones require a use permit; together with amending Section 25-4-17(c) to add t9
exception of home -based assemblies, to allow the lawful use of one's dwelling, was responsive to my
comments and concerns and I wanted to thank you for that. Meeting facilities in general may cause
substantial adverse impacts on residential communities. "Use permits are permits for certain permitted
uses in zoning districts which require special attention to insure that the uses will neither unduly burden
public agencies to provide public services nor cause substantial adverse impacts upon the surrounding
community." HCC Section 25-2-60.
Yet, draft 3 is still left with some inconsistencies that I wanted to bring to your attention so that you
might try to make an amendment to Bill 60, draft 3 for consistency.
At the bottom is a link to Bill 60, draft 3, with my comment boxes identifying the inconsistencies.
Also:
* When sewers are present, a technical review is required by the Department of Environmental
Management. The Health Department covers permit applications for septic systems and commercial
kitchens. The DEM requires sewer hook-ups.
*at least one bathroom should be added to the definition of "Meeting facilities" for basic sanitary
requirements for assemblies, (whether septic or sewer hook-up).
