My name is Dr. Jamal F. Wasan, and I serve as President and Chief Executive Officer of Lokahi
Treatment Centers. I am submitting written testimony regarding Communication 425, the Final Impact
Report of the Homeless and Housing Fund for the period of January 1, 2024 through January 31, 2025.
Over the past year, Lokahi has gained valuable knowledge and strengthened our capacity through the
opportunities provided by this fund. While data reporting can be complex, we greatly appreciate the
emphasis placed on this process. Collecting, tracking, and analyzing data has sharpened our ability to
measure outcomes, identify gaps, and refine our approach. This not only strengthens accountability, but
also directly improves the quality of care we provide to our clients.
Working in close partnership with the Office of Housing and Community Development and a network of
dedicated service providers, we have developed improved systems and processes that have allowed us to
better integrate housing support into our treatment model. Stable housing creates the foundation for
recovery, and when clients have access to housing stability and supportive resources, they are far better
equipped to engage meaningfully in substance abuse and mental health treatment. The results are clear:
housing combined with treatment leads to stronger recovery, improved retention, and healthier outcomes
for individuals and families alike.
This year of collaboration has reinforced what we already know to be true: addressing homelessness
requires collective effort. Just as it takes a village to raise a child, it takes the combined strength of
county agencies, nonprofit organizations, and community partners to ensure housing stability for
our most vulnerable residents.

this fund and for. recognizing that housing is not separate from health care, it is a vital component of
recovery and long-term wellness. Together, we are building a more resilient and compassionate
community.
